Job Description

JOB PURPOSE This is professional services work responsible for assisting in determining the valuation of specific municipal exempt and taxable, real and personal property. This position involves extensive public contact, independent professional judgment, and initiative.   This position is full-time with a full benefits package.  Pay for this position is a range of $25.62 to $31.80 per hour.  This range reflects the County’s good-faith estimate of pay for this position at the time of posting. Starting pay is determined based on qualifications, experience, and internal equity in alignment with the County’s step-based compensation system.    Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

QUALIFICATIONS: 
Appraiser I
  • Experience equal to three year’s exposure in an appraisal, real estate, or code enforcement office setting.
  • Possesses ability to be able to interpret and apply knowledge of local ordinances, state statutes and amendments, court decisions, market conditions, construction costs, Maine Revenue Services guidelines, USPAP principles and other factors appropriate to determining the value of land, dwellings, personal, commercial and industrial property.
  • Have the ability to exercise sound, objective judgment in obtaining information pertinent to valuation.
  • Able to maintain and use maps of the municipalities for assessment purposes and understand replacement cost schedules.
  • Have sufficient written and verbal communication skills to explain effectively property valuations, procedures, and laws to the public and taxpayers.  Excellent public relations skills are required, particularly when under duress.
  • Have sufficiently accurate mathematical skills in order to calculate land and building areas and personal property assessment values.
  • Must be capable of measuring and listing all types of real and personal property as directed.
  • Must have ability to interpret complex deed transactions and properly determine legal ownership.
  • Ability to handle multiple tasks requiring a high level of organization.
  • Ability to travel and work in multiple municipalities.
  • Valid driver’s license. (or must obtain within 3 months of hire, if not presently in compliance)
  • Experience with Vision 8 or other CAMA or complex database systems preferred.
Appraiser II
  • Current Maine Assessor certification (CMA), or ability to obtain within the first 6 months of employment.
  • Associates Degree, and/or any equivalent combination of relevant education, training, and or experience that results in the ability to perform essential job duties.
  • Possesses ability to be able to interpret and apply knowledge of local ordinances, state statutes and amendments, court decisions, market conditions, construction costs, Maine Revenue Services guidelines, USPAP principles and other factors appropriate to determining the value of land, dwellings, personal, commercial and industrial property.
  • Have the ability to exercise sound, objective judgment in obtaining information pertinent to valuation.
  • Able to construct, maintain and use maps of the municipalities for assessment purposes and understand replacement cost schedules.
  • Have sufficient communication skills to be able to develop written technical analyses supporting valuations, as well as to explain them effectively to property owners, their representatives, and the public.  Excellent public relations skills required, particularly when under duress.
  • Have excellent mathematical skills in order to perform statistical analyses, calculate land and building areas, and personal property assessment values.
  • Must be able to measure and list all types of real and personal property.
  • Must have ability to interpret complex deed transactions and properly determine legal ownership.
  • Ability to handle multiple tasks requiring a high level of organization.
  • Ability to travel and work in multiple municipalities.
  • Valid driver’s license.
  • Current Maine Appraisal license is beneficial, but not required.
  • Experience with CAMA or appraisal systems, Vision 8 preferred.
MAJOR RESPONSIBILITIES:
  1. Assists in maintaining and updating changes on the property records cards based on monthly deeds. Updates information regarding ownership changes, building permits, and data changes due to inspections.
  2. Performs both scheduled and ad hoc in-person inspections throughout contracted municipalities.
  3. Receives taxpayer questions and explains the valuation process to taxpayers. Responsible for accurate data input which affects property valuations. Prepares property abatements and supplemental assessments for Assessor approval as directed.
  4. Responsible to help maintain accurate property accounts, including Real and Personal Property. Processes Personal Property Declaration forms and Real Estate value changes. Helps to process 706A and BETE forms for business owners as directed.
  5. Assists with in-house data updates related to revaluations as directed.
  6. Assists with the Town’s annual tax commitment as directed.
  7. Updates Property Tax exemptions as directed.
  8. Responds to online inquiries regarding department services.
  9. As applicable, maintains professional certification(s) and technical knowledge by attending educational workshops; establishing personal networks; participating in professional societies.
  10. Contributes to team efforts by accomplishing related results as directed.
  11. Supports the County’s safety and health policies by attending required safety training programs; reporting all accidents and potential safety hazards to supervisor.
  12. Fulfills job function by participating as an active member of training, participating on county task forces and performing other responsibilities as assigned.
  13. Performs other related duties as directed.
