Job Description and Duties

At the Department of Industrial Relations (DIR), the Analyst I (Budget Analyst) is the first journey level into a long, prosperous career in governmental finance where you will be provided with extremely valuable State budget experience, and extensive variety of work assignments. Under supervision of the Supervisor I (Budget Manager) in the Budget Office, the Budget Analyst performs analytical assignments related to the coordination, development, review, and administration of the budget for the DIR. The Budget Analyst provides technical direction and consultative service to one or more programs, including the preparation, implementation, and maintenance of their budget.

Working Conditions

This position is located at: 1416 9th Street 12th Floor Sacramento, CA 95814. 

The Budget Office is located at the newly renovated Labor Agency Building in Downtown Sacramento.

The incumbent works 40 hours per week in a cubicle in an office setting that is air-conditioned with elevator access and natural and artificial lighting. Typical work requires prolonged use of a computer, as well as interaction with co-workers. Travel may occasionally be required for meetings, training, etc. Partial telework is available as approved by the Department.

Special Requirements

A STATEMENT OF QUALIFICATIONS (SOQ) IS REQUIRED.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Budget development experience.
  • Proficient w/ Microsoft Excel, Word, and Outlook.
  • Proficient w/ Peoplesoft and Hyperion.
  • Strong attention to detail.
  • Experience generating ad hoc reports and performing data analysis.
  • Experience forecasting revenues and expenditures.
  • Experience in analysis of proposed legislation and regulations.
  • Knowledge of governmental accounting and budgeting processes and procedures.
  • Ability to work professionally and cooperatively with others.
  • Excellent analytical, communication, organizational, and workload management skills
  • Ability to read and comprehend technical documents such as policies, procedures, standards, regulations, statutes, technical reports, and contracts.
  • Ability to extract relevant facts and information from documents in order to perform project planning, problem solving, or summarize information both verbally and in writing to a wide array of stakeholders.
